Do I go to a NJ DMV to register the car & pay the sales tax thru there when paying for it? Or since the car is located in NY, does the transaction have to take place in a NY dmv?
If I’m buying a used car from a private seller in NY, but I live in NJ, where does the sales tax come from?

You pay the taxes in your home state when you go there to your local DMV to register the car. At least that’s how it is in every state I’ve ever known of when it comes to vehicle purchases.
The state doesn’t care about the car when it’s leaving, only when it’s coming in.
