Alamo, Dollar, Enterprise, Thrifty, and National will all rent to under-25 drivers, but there is a surcharge.

You can rent with any of the major car rental companies at 22 as long as you have a major credit card. There are underage fees for each company; they are:
Avis and Hertz charge an extra $27 per day to rent between 21 and 25; Budget, Dollar, Alamo and National charge an extra $25 per day and Enterprise charges an extra $15 per day.
